The security situation in Israel has led many citizens to add protected spaces (safe rooms) to buildings that lack proper fortification. Constructing a standard-compliant protected space requires load calculations and the preparation of structural execution plans, in accordance with Israeli regulations and the guidelines of the Home Front Command.
Protected spaces can be added to private yards, apartment buildings, standalone houses, or by reinforcing an existing room within the home.
Minimum area of 9 square meters
Walls made of at least 30 cm thick reinforced concrete
Airtight steel door that opens outward, with a handle that lifts 90 degrees upward
Standard-compliant ventilation and filtration systems
Easy and accessible entry to the protected space
Separate water, sewage, and electrical systems
Fire-resistant doors and windows
Built-in storage facilities for emergency and protective equipment
For a Mamad within an apartment, a maximum of two external walls is allowed

Exemption from Building Permit for Mamad Construction Following the “Iron Swords” War
In the aftermath of the “Iron Swords” war, the Home Front Command introduced a temporary fast-track process for building protected spaces (Mamads). This update includes an exemption from obtaining a building permit from the local authority when adding a Mamad to structures that do not exceed two stories, or to residential units that do not have another unit above or below them.
It is still possible to add protected spaces to buildings with more than two floors; however, a full building permit is required in such cases.
